Bandh call proposed on Dec 4

“The state Congress functionaries seem to have failed to distinguish between the visit of the head of the state and that of their own party observer. This kind of ignorance on the part of the PCC might have embarrassed the President on his historic visit to the state as the President of India,” Kamin added.
APCSOA members call on CM
ITANAGAR, Dec 2: The executive members of Arunachal Pradesh Civil Service Officers’ Association (APCSOA) and the APCS officers representing various APCSOA districts units called on Chief Minister Nabam Tuki in his bungalow today and placed their various demands and issues like transfer and posting policy, early tabling of the Bagra Committee report, manhandling of APCS Officers during the last Panchayat Raj elections, vehicle soft loan, etc.
The APCSOA hailed the state government for approving three posts of Additional Secretaries and another three posts of Joint Secretaries to the senior grade APCS Officers. They also lauded the CM for approving 75% financial grant to APCS officers for procurement of vehicles with provision of one contingency driver.
During the meeting, the CM advised the officers to discharge duty and live upto the people’s expectation. He informed that a state wide skill development and training programme will be launched for educated unemployed and rural youths. Despite fund constraint, Tuki said, the Government has considered some of the genuine demands of the association. He appealed to the officers to reciprocate the same by performing their duties with sincerity and commitment.

KAWS demands justice for Bater Koyu
ITANAGAR, Dec 2: The Koyu Ao Welfare Society (KAWS) has demanded exemplary punishment to the accused involvement in the brutal attack on one IRBN trainee Bater Koyu at Battalion Training Centre, Dergaon on November 26 who later succumbed to his injuries.
In its letter to the DGP (E), seeking justice for late Koyu, it urged for fair and speedy trial under criminal court and to award death penalty as per the provision of IPC.
No monster should be allowed to take shelter in any society, it said.
It further questioned the credibility of the authorities of the Battalion training centre, Dergaon for their lackadaisical attitude and careless management which led to the incident.

State govt fails to maintain law & order, says association
ITANAGAR, Dec 2: Drawing attention of the recent brutal attack on a teenage boy, Jonti Lomdak, at Daporijo on November 23 who succumbed to his injuries two days later, The Bini Youth Association in a release said, murder after murder shows that the state government has failed to maintain law and order situation.
It appealed the Upper Subansiri district administration, particularly the SP to arrest the remaining absconding culprits immediately to restore peace in the district.
All the accused must be trialed in a fast track court and the punishment should be the harshest of all. Every verdict of the trial of the case be made public, it suggested.
Joint operation for illegal timber cutting conducted
ITANAGAR, Dec 2: The members of Arunachal Green Environment Mission (AGEM), Balijan Circle Youth Association and forest officials of Balijan circle conducted a joint operation against illegal timber cutting and illegal hunters recently.
In a release informing of the same, AGEM claimed that the team seized and destroyed in large quantity many items used for felling trees.
It claimed that six persons were arrested by the police for illegal timber cutting.
Meanwhile the association has requested the higher authority to post adequate number of forest officials at RFO Dublaghar.
NESO to apprise central leaders of its demand
ITANAGAR, Dec 2: Reiterating non fulfillment of its 10 point charter of demand by the GoI, the North East Students’ Organization (NESO) has decided to go to New Delhi on December 10 next to apprise the central leaders about the demands.
It has also decided that the General Council Meeting cum Youth Cultural Exchange Programme which was supposed to be held from November 5 to 9 has been postponed for January next year.
People of Dari seek compensation for polluted river
ITANAGAR, Dec 2: Claiming that Hydro Power department has polluted Ego river by releasing muddy and diesel diluted water, the Custodian of Land and Property of West Siang has called on the state government for a compensation of Rs 50 lacks for the people of Dari village saying that the river helps them earn that much from the Lipum (fish home).
Otherwise, people of the area are going to starve for want of money for sustenance and upbringing of their children.

ITANAGAR, Dec 2: A five day state level training of trainer (ToT) programme in Intensive Training Programme (ITP) began today at ATI, Naharlagun.
The programme is being conducted under 100 percent course fee sponsorship of DoPT, GoI with the faculty support from Assam Administrative Staff College, Guwahati who deputed a master trainer Deba Prasad Mishra, ACS, Joint Director (Training), AASC, Guwahati as the main resource person.
As many as 25 officers including few representatives from PRI bodies representing five pilot districts, namely Papum Pare, Lower Subansiri, Upper Subansiri, Kurung Kumey and West Siang are participating in the programme.

472 patients benefited from free health camp
ZIRO, Dec 2: As many as 472 patients got benefited from free health cum awareness camp organized by Yolio Polang Society (YPS) in collaboration with District Health Society (DHS) held here at Govt Hr. Sec. School, Hija today.

RGU bags 6th CM’s Running Debate Trophy

ITANAGAR, Dec 2: The Rajiv Gandhi University (RGU), Rono Hills became the winner of the 6th Chief Minister’s Running Trophy Debate while Dera Natung Government College (DNGC), Itanagar bagged the runner’s up trophy at Banquet Hall here today.
Mapi Taipodia of RGU was adjudged the best speaker, while Likha Pantom of DNGC was given the trophy for the second best speaker. Along with the trophies, the winners were given certificates, cash awards and mementos. Further, the Ngarsi Thorio memorial award consisting of cash amounts were given to the best speaker and the second best speaker.
The motion of the debate was, ‘The media has failed to serve the interest of the public’.
While stating that, constructive criticism is always good, Chairperson, State Finance Commission, Fantry Mein Jaiswal, a judge in the debate, advised the participants to come prepared with better research next time. Addressing the press and media fraternity, the former IRS personnel, pointed out that lacunae in reporting existed and need was to plug those holes. She called for reaching out to every district of the state with reporting on serious issues and to be in touch with the current times.
Attending as the second judge in the debate, former Echo of Arunachal Associate Editor and APCS officer, Dahey Sangno, suggested important tips and nuances for a good debate to the participants. Among others, Speaker of the debate, RGU Associate Professor, Dr. Nani Bath also gave in his remarks and observations. The general comments session evoked enthusiastic participation from both press and media persons and students attending the function.

Construction of Greenfield airport

ITANAGAR, Dec 2: The Gauhati High Court constituted committee to study technical feasibility for construction of a Greenfield airport in Itanagar today visited Karsingsa site. The committee members trekked around the area to get first hand information of ground reality. The team headed by Justice Retd AC Upadhyay landed in Naharlagun this afternoon and straightway went to Karsingsa. The other team members include Anil Kumar Jain, director of aerodrome, Saranjit Singh, director of land reforms, Govt of India, JP Singh, director of North East and Home affairs, Govt of India and Shilpa Shinde, Home Secretary Govt of Arunachal Pradesh.
Earlier on their way from Guwahati, the team conducted aerial survey of both Karsingsa and Hollongi sites. The court in its judgment passed on August 30 this year had ordered formation of the committee after hearing a PIL filed challenging the proposal to shift the project from Karsingsa to Hollongi.
The team will visit proposed airport site at Hollongi tomorrow morning. Papum Pare deputy commissioner Pige Ligu, LRSO Techi Hitler and police officials accompanied the committee during the visit.
‘ALGs of Arunachal to be made functional soon’
ITANAGAR, Dec 2: Chief of Air Staff designate Air Marshall Arup Raha assured that Indian Air Force will work hard to make all ALGs functional at the earliest to improve the air connectivity of the State. Air Marshal Raha gave this assurance when he called on called Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma at Raj Bhawan today.
Air Marshal Raha had visited Pasighat and Walong before coming to Itanagar and is scheduled to inspect other ALGs too during his tour to Arunachal Pradesh.

ITANAGAR, Dec 2: Yet in another achievement the Itanagar Police arrested one Jose Thomas and his associate Kiran James from Kerala recently for cheating to the tune of Rs.60.00 lakh for getting MBBS admission to the complainant’s daughter in a reputed Medical College in Kerala. With this arrest Itanagar Police has worked out the MBBS admission fraud case reported by one T. K. Tabin of Niti Vihar, informed Capital SP Seju P. Kuruvilla in a release today.
Earlier Police had registered a case at Itanagar P. S. (No.243/13 u/s 120(B)/420 IPC) against Jose Thomas of Kerala for cheating to the tune of Rs.60.00 lakh on MBBS admission for the complainant’s daughter in a reputed Medical College in Kerala, the release added.

APWWS organizes legal awareness prog
ITANAGAR, Dec 2: Arunachal Pradesh Women’s Welfare Society (APWWS) organized a state level legal awareness programme on “Protection of Children from Sexual Offences Act 2012” (POCSO) during its general conference at Naharlagun on November 30.
Attending the inaugural function, local MLA Techi Kaso appreciated APWWS for bringing awareness among womenfolk of the state about women’s and children’s legal rights. He exhorted the young women to come forward and work for the welfare of the weaker section of the society.

TAWANG, Dec 2: In a simple but impressive function here, a Shopping Complex under UD and Housing for unemployed and poor women was today formally inaugurated by Minister UD, Housing, Town Planning & ULBs and Fisheries Rajesh Tacho in presence of Parliamentary Secretary, Arts & Cultural Affairs Tsewang Dhondup, ZPMs, public leaders and head of offices of the Tawang district.

It is worth mentioning here that the Shopping complex for unemployed and poor women, a triple storied RCC type building with a plinth area of 1520 sq.mtr, has space for 40 numbers of shops and 2 numbers of restaurants. In a message, the UPO (UD & H) Tawang Sophia Lego informed that the Shopping Complex has been completed in a period of 26 Months and the total amount of the project is 511.79 Lakhs.

War of wards over allegation of encroachment
ITANAGAR, Dec 2: The members of All Papum Pare District Students Union (APPDSU) along with Directorate of Research Officer B Das Asstt Director Research (Itafort monument in charge), P Koji Asstt. Technical Research and T. Rinku, Draughtsman of Director Research today visited Itafort Archaeological site which is one of the protected Archaeological Monument of Arunachal Pradesh. They claimed to have carried out physical verification of the monument site.
During the visit, the team claimed to have found that Talo Potom ADM cum CEO has violated the Notification issued by Govt. of A.P the Department of Political on 20th February 1976 vide no. Pol/PA/76 by excavating protected monument land within the vicinity of protected Monument Area without permission from the Deputy Secretary Political Department Govt Of Arunachal Pradesh. The union strongly urged the concern department to take appropriate action against the violator of the Notification issued by the department of Political Govt of Arunachal Pradesh 1976.
They also appealed to the directorate of research to take actual measurement of the Itafort monument area according to the original map of Itafort to prevent further encroachment of the Area. The APPDSU also called on Deputy Commissioner Capital Complex to cancel all the land allotment issued to any individuals within the periphery of Itafort monument area as per the Gov. Notification dated 20th Feb 1976, January 2000 and the Arunachal Pradesh Ancients Monument, Archaeological site and Remains Preservation Act 1990 irrespective of his or her protocol.
Meanwhile talking to this daily incumbent ADM Talo Potom thrashed all allegations and alleged that APPDSU member trespassed into his house without informing him. “I have lodged case against general secretary of APPDSU at Itanagar police station for trespassing into my house. This whole thing is being done to malign my image. In the year 2011 similar kind of allegation was lodged against me. At that time one person had submitted complain letter to Chief Minister alleging me of illegally encroaching Itafort land. The then CM had directed DC to verify the complaint. The report submitted by DC nowhere mentioned any kind of encroachment activities,” clarified ADM. He also added that his house is at a safe distance from Itafort and therefore it is wrong to allege him of illegal encroachment. “Rajbhawan and Legi building is also nearby Itafort but they have been given allotment. Then why only target me,” he continued.
Indigenous Faith Day celebrated
ITANAGAR, Dec 2: Indigenous Faith Day was celebrated at Changlang with a call to protect, preserve and promote indigenous faiths and culture at Changlang yesterday.
The celebration began with a mass rally participated by more than 1000 indigenous people and a prayer to almighty Rangfra for the welfare of the human being.
Addressing the believers of indigenous faiths on the occasion, Thunbui Zeliang, General Secretary of Nagaland based Zeliangrong Haraka Association said that celebration of day will inspire the people to preserve and promote religious values and identity. The spiritual or the faith value systems of different communities are the source of guidance and inspiration, he said adding that indigenous faiths will continue to strengthen the bonds of our composite culture and beliefs.
He heaped praises on members of indigenous people and other indigenous societies for dedicating their time and energy to preserve and propagate the rich cultural heritage, which, if not taken care of, would disappear with time in a fast changing materialistic world.
He said that the Indigenous Day celebration will provide an opportunity to everyone to understand different indigenous faith and beliefs in a better way and motivate all for honest and positive engagement.

World AIDS Day observed in Arunachal
ITANAGAR, Dec 2: The World AIDS Day was observed in various districts of Arunachal Pradesh in a befitting manner yesterday.
At Roing in Lower Dibang Valley district, the day started with an awareness rally by the students of Govt. Middle School, Cheta along with teaching staffs, PRI leaders, public leaders and officers and officials of health department in the district. The slogan like “Awake Public, fight against AIDS” “Stop discrimination with HIV positive cases” “Get your blood tested for HIV” etc were sung during the rally. The rally was flagged off by Sipi Elapra Linggi, Zilla Parishad Chairperson of Lower Dibang Valley District.
While speaking on the occasion, the ZP Chairperson called upon one and all to be a party to the fight against HIV/AIDS. She also advised the students to restrain themselves from indulging in high risk behavior.
The District Medical Officer, Roing Dr. Allok Yirang while explaining the theme of this year World AIDS Day’2013 “Getting to Zero, Testing is Vital” stated that there are only 4 modes of transmission of HIV/AIDS that is Sexual contact, Unsafe blood transfusion, Intravenous drug use and Mother to child transmission. He also explained that it does not transmit through hand shaking, sharing of food, sharing of cloths, sharing of toilet and working together in a room. So, there is no reason to avoid HIV positive people, rather they should be given support by the individuals, relatives and society. He explained that discrimination lead to hiding of cases which lead to further transmission, so there should be zero discrimination. Awareness will lead to zero High risk behavior, zero infection. He further called for voluntary testing which is a must for youth, old, male and female alike. Negative result will help an individual to avoid high risk behavior. Positive result will help in taking early treatment with Anti Retroviral Therapy, he added. He further informed the gathering that voluntary testing centre is available at District Hospital, Roing free of cost and ART is available at District Hospital, Tezu, Lohit District and General Hospital, Naharlagun and advised to utilize the facilities provided by the government free of cost. East Siang Auto Driver’s Association also attended the awareness Programme on HIV/AIDS, sexually transmitted infections and Intravenous Drug Use (IDU) organized as part of World AIDS Day observation at General Hospital, Pasighat yesterday.
In a departure from usual practice of processions on World AIDS Day on December 1, this time the General Hospital Pasighat ventured to involve High Risk Groups (HRG), like Auto drivers and Truck operators along with NGOs working in the field of HIV/AIDS.
In a day long programme, Resource persons, Dr G. Jonkey (Blood Bank Officer), Dr K. Lego (Dermatologist) and Dr LC Darung (Psychiatrist) spoke eloquently on HIV/AIDS, sexually transmitted Infections and IDU.
Dr. Kabang Lego, Jt. Director Health Services and Head of the institution exhorted the participants and everybody else to imbibe whatever they have learned from the programmes into their own lives, so as to truly get to Zero, in terms of HIV/AIDS.
DLMC inspects Dalbing to Ruying WRC road
YINGKIONG, Dec 2: The District Level Monitoring Committee headed by Deputy Commissioner L. Borang and accompanied by S P Tage Habung inspected the newly constructed 3.8 km from Dalbing village to its Ruying WRC paddy field area constructed under SPA fund.
The committee found two narrow points on the road lacking standard norms and asked the contractor to widen the narrow points and complete some of the uncompleted culverts and drains. The committee also instructed some owners of personal assets like stone fence and godown and asked them to remove all the personal assets from the encroachment of the road.
Later a public meeting was held at dormitory of the village and concern Anchal Samiti Member submitted a memorandum to the visiting Deputy Commissioner. Responding to some of the demands the Deputy Commissioner Borang assured to look into the demand of a LAMKANG MUSUP. Regarding upgradation of Govt. Primary school to middle school, Borang informed that the same is likely to start from the next academic session. On demand of medicine freezer for medical sub center and posting of teachers, the Deputy Commissioner said he would discuss the matter with DMO and DDSE soon. In his advice to the villagers Borang asked villagers not to depend only on paddy cultivation but also to cultivate commercial cash crops like cardamom, Orange, ginger, kiwi, rubber, pineapple etc. which have more financial and commercial values.

Not only their attractive costumes and traditional dances, but their demonstration of traditional weaving and preparation of Arunachalee cuisines drew huge crowd at the national cultural festival’s exhibition stall. The Arunachalee products were sold like hot cakes, National Youth Project (NYP), Arunachal Pradesh unit East Kameng district coordinator Sanjay Sinha, accompanying the team told over telephone.
Participants from 20 states attended the cultural festival, including the Arunachal team selected by the NYP during a skill development training conducted at the initiative of Health & Family Welfare Minister Atum Welly at Seijosa recently.
The special feature of the event included congregation of forest community living in distant forest and hills. More than 20 tribal teams showcased their rich cultural heritage and engaged in discussing issues affecting their lives in their own society. They interacted with tribal organizations, intellectuals, social workers and writers working for the cause of the tribals.
The event is an annual feature and every year the NYP sends a team to attend the national programme. The NYP had also organised such a state level programme at Nirjuli in October 2012.
DRDA governing body meeting held
TEZU, Dec 2: Organized by the Department of Rural Development Agency (DRDA), Tezu, a Governing Body meeting was held in the Conference Hall of Deputy Commissioner here on Nov 29 last. The meeting was chaired by the Lohit Zilla Parishad Chairperson C. K. Munlang.
Deputy Commissioner cum CEO DRDA, Project Director of DRDA, all the elected Panchayat leaders, Block Development Officers, HoDs and other allied department representatives were present in the meeting.
Munlang was optimistic about the outcome of the meeting and said that it will be fruitful for overall development of the area and benefit the Panchayat members who are participating in this kind of governing body meeting for the first time after the recent Panchayat election.

Addressing the Panchayat members, the DC said that success of all flagship programmes under DRDA depends not only depends on the BDOs and officers but also on the efficiency and dedication of the Panchayat members. Therefore, you (Panchayat members) should also know your responsibilities and power functions, he added.
He also suggested the Panchayat members to develop and propose plans and schemes like cluster of minor of minor irrigation projects, poultry, floriculture, fisheries, rubber etc which could develop their localities. I will provide all possible help and assistance, he said.

ITANAGAR, Dec 2: A meeting of the Central Executive Committee of Capital Complex Land Affected Peoples’ Forum (CCLAPF) along with the members of its ‘advisory board’ and ‘panel of advocates’ was held yesterday to discuss about the new executive order issued by the Vigilance Department concerning the government land encroachment cases by the government employees and its effect on promotions and retirement.
The meeting after a threadbare discussion observed that the fresh order issued by the Vigilance Department was “clumsy, devoid of clarity of thought and purpose, and was in a bad taste.” The Forum informed that the Chief Minister on requested of the Forum, had clearly assured that the Order No. DAP/PEN/3/2001/561 Dtd. 17/06/2013 vide which a government employee was required to obtain NOC from concern DC and CEO for settling their retirement dues and for promotion in services would be revoked forthwith.
“But, contrary to the assurance and direction of the CM, the Vigilance Department, instead of simply revoking the aforesaid Order, has issued a fresh Order whereby although the government employees have been exempted from obtaining NOC from DC for promotion in services only, but has instead directed all the departments to obtain the clearance from Vigilance department about the encroachment cases of the incumbent(s) prior to promotion and put the same status before the DPC,” the CCLAPF release said.

The Forum has reiterated that land encroachment issue and the service matter should not be mixed up as both are governed by altogether different set of Act and Rules. The Forum urged the Vigilance department to review the Executive Order immediately and incorporate necessary corrections in it as per the direction of CM.
The Forum said that it had also discussed the matter with Confederation of Services Association of Aruanachal Pradesh (CoSAAP) which expressed its displeasure with the content of the Order.

MAC was not initiated by late CM
Dear Editor,
This is in response to the letter published in readers forum column of your daily under the headline "MAC will set wrong precedent" on 28th November, 2013. In the said letter one brother Jaida Singhi, quoted very blindly that “MAC was initiated selfishly by Late Dorjee Khandu”, former Chief Minister of Arunachal. In this regard, I would like to draw the kind attention that initiation for the demand of Mon Autonomous Council (MAC) was done much before in the year 2003 and for your kind information, Late Shri Dorjee Khandu, became the Chief Minister for the first time in the year 2007. Then how can you say that it was initiated selfishly by late Khandu.
Does the writer mean that any leader who supports the community’s effort to preserve their culture and tradition for the goodness of its people is selfish????
Moreover, it is well known that late Khandu was always praised by all sections of our lovely state, because of his kind hearted, dynamic and outstanding leadership. Therefore, I would like to appeal people not to blame or criticize any person blindly instead one should learn to respect our elders and prominent personalities, who contributed a lot for the welfare of our state.

It hurts to lose love one
Dear Editor,
Is rage of a moment enough reason to kill another person?? My question is still same but yet no appropriate answer is coming from the section of societies who still lives in illusion of might of Dao and tribe over humanity and live.
My tears were yet finding its place to dry up, when another sheer ostentation of brutality broke out in Daporijo Township where a teenage boy named Jonti Lomdak succumbed to death after he was badly beaten up by 3 boys. I am personally so furious and agitated with the recent developments.
Gone are the days of (nyimak) plundering others territory, mass massacre and slavery. This is 21st century where our founding father has laid down some rules, regulations and laws in various form for their children to live in peace and tranquility. If abiding by these rules is so tough task for you then let yourself be in state of hibernation, at least don't bring your undesirable intention to break the harmony and peace of state.
My strong massage is in particular against those ’typical mindset', irrespective of caste, creed and sex, who is totally oblivious of aftermath effect of their deeds.
When a person dies he alone doesn’t leave this earth, he carries away with him all the aspirations of societies, his/her family and friends. Can anyone ever compensate their losses?
There was a time when my narrow and ignorant mind used to allege particular tribes for the reason behind such developments. But soon my opinion changed when I found that it's not about particular tribe or clan who are involved in such activities, it’s the 'Typical mindset' of people which is root cause of such developments.
'Typical mindset' in my dictionary is ignorant and uncivilized mind accompanied by rebellious attributes that is prevalent in peoples attitude towards the existing law of state. Typical mindset encompasses all the aspect that is making a person criminal by virtue of his unrealistic and undesirable attitude. It is not build in a day, it has its making from the day one when someone had committed first petty crime which went unnoticed thus emboldening him manifold, which in constant practice takes the form of 'habit' and when these 'habit' meets fragile circumstances it then takes the form of crime. Therefore many crimes that occurred in recent past is more of situational, which was embolden by frequent practices of petty crime that one does in daily life. So it is duty of elders to make sure that our young one refrain from such petty crime which may be as petty as stealing of 10 Rs from dad’s wallet to beating up another person for silly reason.
The same philosophy is applicable to Jonti lomdak murder case. Group of 3 to 4 odd boys who were lost in illusion of manhood and dadagiri gave effect to this incident. The culprits have been arrested and apprehension is that the culprits might be underage or they could manipulate their age to seek some consideration from the law. Utter irony is law breaker trying to seek safeguard from law in the name of juvenile justice.
My straightforward question to all Arunachalees is should we tolerate these criminals who is eligible enough to kill a person but not eligible enough to receive maximum punishment in the name of juvenile.

Judiciary be made strong
All of a sudden the paradise known as Arunachal Pradesh is fast turning into criminal’s nest. Day by day the reports of rape and murder are pouring in from various parts of state. Latest being murder of a young boy at Daporijo and that of teenage girl at Deomali. Early this year the brutal killing of one Bomjen Gapak in Itanagar during wee hour shocked everyone. Even before people could come to term with incident the news of serial rape in a private school at Likabali traumatized everyone.
It seems there is just no end and criminals are arbitrarily carrying on their heinous act without fear of law. One of the important factors because of which criminal activities has not been able to curtail down is lack of strong judiciary system. The streets of Itanagar are filled with murderers and dreaded criminals. It does not take much time for the criminals to get bail and be free even after committing the most brutal crimes. The government should take urgent steps to make judiciary more effective and vibrant. Opening of new police station and increasing the strength of police force will not bring down the crime rate. Unless judiciary system is made strong all other effort will not yield desired result.
